Not sure about the dot scaling with stat%. The warrior rage ultimate has no effect on its damage.

I'm sure I've seen few war with lower than 4k solo hedo and rahab in youtube , its absolutely doable even with lower than 4k especially rahab

In other games I play that stat reduces debuff timers even up to 100%. If you get hit with a 5s stun and have 50% tenacity it becomes 2.5s stun.
