From my experience, a DOT is something which deals damage at a constant rate for a certain amount of time. Not a skill that reflects damage that the enemy is producing.

It should hit this hard because the armor values for rogues and mages hasn't really changed since the 46 cap but damage for mages has increased by about 400. Also I think some sort of armor reduction...

Twinks will finally realise how hard it is to change a weapon every 3-6 months ^.^

The only time I was able to hit 4.5k on light without damage reduction etc was at the 46 expansion pre global nerf. At 56 mages only crit about 3k on an unshielded rogue.

The 56 Cryostar belts and the Antignome/Banished belts are a clear upgrade. The Arcane Ring is 15 levels behind the current cap. I think it's time for a new one imo.
