So it turns out that I misunderstood the system a little bit. It's based on the level of the first player that enters the map and then anyone that's 5 levels below or above that player can join....

I miss the old days of negative rep. Twas the time where a simple troll could make his negative rep points, and now it is gone. Stupid green bars..
