Shnookz...that issue is not fixed yet but they will do that soon and santa can spawn anywhere...in any mission, theres no fixed mission for him to spawn. ^_^

He also spawns in Demon in the Woods :)

Try Kain's Crest, first mission, he spawns very close to the beginning, he is the second zombie you encounter if he has spawned.

I really think it's because it's a very popular plat gem right now. So there are a lot of people all at the same time trying to get it. I would theorize it was *kinda sorta* like a first come first...
