Noxious bolt churns out poisonous dmg.its not either or.its one.its a type of an attack.
If im not mistaken fragmentation is meant for single target.upgrade 2 and 3 designed for group attack.

1) Fragmentation seems to be for poison while serrated arrowhead seems to be for damage. (could be vice versa)
