So a bear gets Stomp as it's second skill. With no Beckon, all the bear can do is scatter the mobs all over the map. This is also one of the reasons why there are so many high lvl scatter bears out...

Put just enough str for equips, rest in dex.
Conqueror's vyx helm should be the best.
Go with iceberg plate and iceberg/black ice long sword (they are the same), or lvl up to lvl32 and use green...
