You're correct! It was never applying the damage bonus you are talking about. This will be fixed as well. Damage Bonus is not incredibly useful though given most players have +x% damage bonuses...

I agree that they are pretty OP but do keep in mind that one cannot go all damage. Rogues in general do require critical % rate. Dropping too many fire gems in favor of these gems will show, I think.
