If there are 3 valid targets, 3 axes will be thrown 100% of the time. If there are less than 3 targets, then less than 3 axes will be thrown.

There is a 20% chance for the spell to immediately be cast again, automatically, for 0 mana. It requires no additional work from the player.

It will throw up to 3 different axes at up to 3 different targets. The axes will have whatever properties they should based on the Upgrades chosen by the player.
