Novice question.........

Mana ability cost ignore.......

Does, for instance, %5 ignore mana ability cost = "%5 less mana charged" per ability use or is it "%5 chance" to completely ignore the ability mana cost?

Just a noob question for the sake of awakening... LOL......

I've always assumed 5% chance for skills not to use any mana at all
