So i know you need 3/3 parts of the set in order to get the cool vanity effect. But as far as i know i have only seen 2 vanities, the mask and the vest... Is the third part of the vanity set suppose to be a legendary weapon?

The vanity weapon is a crafteable item, the recipe drop from te cryostar boss, but u need the hunt elixir to have chances of dropQuote:

The vanity weapon does not count towards the 3rd piece. Only the Totemic Core counts, and this is a back vanity. It has a chance to drop from killing the Elite Cryostar with the Hunter's Elixir active. Happy hunting!
