You just need one. The crafting steps before that it's always three, but for the last step to the vanity, you only need one.
Yes, what ardbeg said. You need 3 of the weapon that isn't infused with the cryostar to make the final version. Then you need the recipie + some essences I believe. In total you're looking at around 6-8m for a vanity :) they're quite pretty
