My friend has a level 17 war and he wants to know if he can loot an arcane or mythic weapon/armor at that level from opening lockeds or the chaces are at a higher level like 36?

Someone said in previous thread we could, should confirm a dev tho..
He can loot mythics and arcane items at any level.
That's what STS said, good luck anyway.
You can get them at any level. I got an arcane on a level 16 and a mythic on a level 1.
