laser doesnt have procs, if thats what you mean. normal attacks all around. glowy not sure.
for those who want to argue... THERE IS NO LIGHTNING PROC!!!!!!
Since you dont get set bonuses either way with wands I would say glow stick. Stats are simply better overall in my opinion.

Why not use a Blizzard Stick it has a speed of 0.5 with an excellant DPS
