Level 20/21/22/25 to Pvp for warrior?

What level is the most balanced for all class/fun/challenging Level to Pvp for warrior 20/21/22/25?

18 or below would be ideal for warriors. 15-16 is where they shine. 23 is fun.

15-16 balanced for all class? can you defeat a full tank team in that level?

Whether you like it or not, trash talk and drama will happen at every level. Of all the twink brackets, 23 has the most clashes which is why I consider it fun.
