In watchers tomb 4, I find him almost in almost every run I do :)
I've also found him one time in planar tombs 2, but watchers is a way better bet.
It's just luck, I found him 4 times in one run.

I just run Jarl until I find it lol
It's so easy, he spawns at every map so don't worry it's all about luck
Don't forget to smash vessel and barrel [emoji16]
Frost Fiend is chance to summon when destroy barrel/crate/...
yeah... unlike jack which can spawn from dead enemies, you need to smash crate/barrels...
