I say R.I.P L30. There are barely any L30 Kite Bears out there, but as a L30 Mage that has been in this area of pvp for some sort of a while, I can tell you, there are pro L30 Kite Bears out there who roll like them beast. Beckon-stomp sealed the deal for me when I decided I wanted to duel one. Anyway, IMO, L30 Kite Bears are best at rushing, because beck-stomp is weaker against defensive buffs.
this is not going to work well
I've seen 35 Green Ice Xbow Bears kill str bears like Rioting before. May prove viable if you can kite them because Str bears at 35 usually have 1 beckon.
