[Possible Issue] abnormal raised difficulty in level 10

hello,

recently i've been trying twink pve, and just by looking at how daily quest mobs is scaled, there is an abnormal difficulty jump when i reached lvl 10, suddenly mobs become 4x tougher...
and if we're looking to some old reports, there is also difficulty jump in around lvl 20, and lvl 30

please kindly check for it...
