It depends on your class. Further you have to consider what is your second best option and how much of an upgrade the arcane ring or planar pendant will be over it. Thirdly it depends on you have in the pendant and ring slots atm. Another thing to consider is that you can sell the ring.

Anyway the planar pendant is the better option for rogues and potentially mages due the the added health, as u can get a really cheap blood ruby with para (or just a perfect one). U are aiming at total stats not the ones this 1 item would give. The arcane ring with normal gems (no para) is really not a big upgrade over a para blood ruby. The planar pendant is a huge upgrade over the second best pendant on the other hand

Both good cuz arcane ring give +30 stats evn if its showing u in - it improves ur stats, and abt planar amulet its still best amulet in game so go for bothboth :)
