Its my understanding that any character below the level requirement will not have a trade permit. That goes for all characters, even ones on the same account as ones that have the trade permit.
I made a mage for event and I got to buy/sell.I believe it is for completely new character.
Or sts will get their main!!

The permit is per account. If your account can trade, etc, your new caracter can also. Supposedly.
New character will be able to trade without permit if its the same account, permit system was there to ban bots, not old players :-)
