Not in vendor: cryostar soul drain hammer of tactics recipe?

Is it just me or i am looking at the wrong place? I cant seem to find this war weapon recipe.

The description is in fact a bug that references a Blade instead of a Hammer. This will be fixed on Thursday when we update. Sorry for the confusion!
