Generally the Halloween event runs 'til right after Halloween. Since that's today, the event will probably end sometime early this week. The rings are special Halloween items (L30 ring from Halloween quest and L80 drops from high Halloween dungeon). So, yes, the rings should be gone after the event ends. BUT the L80 elite rings are still able to be bought and sold, so some that have dropped will still circulate like any other item, but the price will likely inflate very high since it won't be possible to farm them after this event.
