Old Town Hospital weapons, Tradable?

I was just wondering. You guys know the lady that is in the Old town Hospital right? She sells relic weapons lvl 41 bought using only plat. Are those weapons tradable or it is character bound, even with my alts in the same account? I just want to know. Thank you.
