The crown you are referring to previous years has returned.
This year it is called "The Revenant Crown"

Each year the vanities rewarded from each Halloween quest are exclusive to that particular year only.
If you are interested in previous years vanity's, I suggest you look for it in the consignment store or buy from another who has one.
