Problem with the server?

Yes, I know there's a thread made recently about making a second server. But this is my experience:

My ping's been around 700 for a few months, and nope that's not what I used to have. I used to have 300-500 ping. It was since 2012's June/July I've started experiencing this problem. I thought it was my modem's fault then, until AL came out.
In AL, I have 190-300 constantly, while in PL the least I can have us 450. Is the PL's server too crowded? Pretty sure it's not my modem's problem now, since my connection works just fine in AL.
Please make a second server, tyvm.
