Is the Is 1% speed increase even noticeable?

Respec'd earlier to test it out and it wouldn't be as noticeable. But even 1% would make a different in terms of pvp for kiting, etc. More a skill for the future I guess
Once you get it maxed out I'm sure you would begin to notice a difference.
