It increases freeze time? or what does it do?
it only has 4% chance to freeze bosses(labelled in red circle) at max level. you have to unleash 25 frost bolts to freeze a boss on average . frost bolt has 3 sec to cool down. So it takes you 72 sec to freeze bosses. It does not worth your skill points. I would rather use pet slotting with kelvin AA which only takes 18 sec to stun bosses.
i better respec then frost bolt mastery seems useless
