What are most important, damage skills, de-buffs, or buffs?

Hey, I am the new master of the Alterra Country Club an up-and-coming guild so I feel sort of nooby being a master and asking this question :)

For an enchantress, should I upgrade the damage skills, de-buffs, or buffs most?

Buffs are a must They must be ranked the highest I cannot stress how important it is. Debuffs depends what level so it would be useful if you gave a little more information

ya buffs definitly. if u r 70-76 then do like 3 debuffs otherwise just do more buffs
