76 Swift Talon Build

Hello, I am still relatively New in End Game PvP and want to make sure i have a good build, i have been told with swift talon either
Full Dex or 300 Dex Rest Str,
For skills i was told
9599,
0191,
9797
But i don't understand why the Break Armor would be so low??
If anyone can please help with some builds i would be truly Greatful
