Add non-class specific weapons for PVE

Can non class specific weapons be added in so those of us who like to use non-standard builds aren't penalized by the restrictions for PVP?

I don't do PVP, but I like my str and dex mages. And dex bear. But I can't progress them past 95 due to a lack of weapons. I know others that have int birds and bears that have similar issues.

Can some elite 95 and 100 weapons be added in that are either not available in PVP or nerfed if players try to use them there?
