I think its possible, but they aren't droppable items yet I don't think? I think they are vanitys.
I think we are very likely to see gems on promo codes, but not sure on clothes how thats going to work either?
It's very early after the release. Who knows what will happen next? :)
So far, only weapons. But you may see some other ones in the future :)

Yes, there's one promo code, which will give you a clothes. As said Badjoshua, (type to the chat: /promocode or /promo nightrunner or over/through STS Nexus (at main page in the game) in the → offers, you click on 'Enter Promo Code' and write there nightrunner.) :)
