Yes, that is totally true. That's why it is called a founding mount. They are a indie developer team, so that is reasonable.
On a side note: There are 3000+ players who got in beta for free.

Semi beta will be free to download. But there will be only one zone for free. There will be a portal and if you buy the IAP then you unlock the portal, or if you buy the dragon.

What I mean is that it's pointless (except if it's for your better feelin) to re-draw the same thing... You can just use the topaz clean filter, for example. Fix some stuff and you get the same thing...
