I managed to get past that point by playing chapters from the mini map that i had played before and levelling up which seemed to unlock new quests. Try that and good luck!

I've just tried that out but unfortunately it doesn't solve my problem :-( I know who I have to talk to, it's just that the sheriff isn't letting me complete the quest....

Just started playing this game yesterday and the same thing has happened to me. I cannot progress any further in the game now :(
