cap is always applied (max lvl limit), just not always a cap vanity will be granted.
But to answer your question, yes there will be a cap vanity for lvl16. This will be awarded during the patch....

not entirely true, they only introduced cap vanity when cap was l36. previous cap's didn't have a reward, other then eternal honour. :)

actually i don't like these huge popups at all. They aren't alerts, it are more like annoying popup's. Alerts are supposed to be in the alert/notification box or make a special colour in the chatbox....

Easy solution to be able to solo without needing help of other players. Create a party of 1 player. Add a 'create party' button in the party screen, without the need of inviting players.

drops are relative to the map and max to your level.
items from chests seem to have -2, -1 and your level items, unless it is elite chest where minimal is l15 max your level or l16

check the pets in the stable for info on drop locations
