I think the drop rate is the same as it was before the level cap raise. There are just a ton more people at the level cap with the best gear and nothing to do. :)

Well, imo the lv21 Demonlord Visage of Security is the best sorc helm in the game due to its high Int and Str. And it has no Demonologist counterpart.

Take a look at just the Int stat:

10 base Int.
+ 120 (6x20 from leveling) = 130.

For basic leveling, yeah definitely fireball and frost, and I would recommend gale force too. Either shield or lifegiver for the fourth is useful 'cause Sorcerers are pretty squishy. ;)
