IF its working as intended, so be it. Id like to know firstly if it is before I comment further. I'm of fair certainty(based on a lot of mmorpg experience) it is in fact a bug.

Theres some normal spiders in the caves of terewa elite map. They are at first dead end. This is skewing the ability to complete the map more easily than intended and faster. Thats all.
