No, it's a bug. Those normally appear when a pet is happy, but they appear to be left behind when someone disapparates. It happens on both Chrome and Android for me.
When I had that happen, it still showed me the popup saying I got the elixir; it just had no effect.

This bug appears to be back—Dimitrius is not letting me turn in City Under Siege; all I get is a “[Leave.]” button, just like previously reported.

After completion, the quest arrow points back to the terminal, rather than to Science Officer McMillan.

Given how hard money is to come by in SL, the ~170k prices I was seeing before were kind of ridiculous. In any case, the pinks aren't all that great, so they're not really worth much.
