Why not make it lvl 15 only so lvl 15/16/17 can use it since the stats are significantly higher than any available weapons for those lvls. Not to mention the 3 slots for jewels.

It should be for old players who already have capped toons.

Doing these quests is actually pretty good. If you do all you'll get around 5k xp. Beats grinding tomb if you're in no hurry to cap.

Scale to the highest lvl and add new useful loots.

Go with nekro, especially if you like to vs, as the shield and the mana regeneration is very useful for your lvl.

I would go with nekro also. Some people like to use pets based on situations, but I think nekro is an all around pet that you can use in any situation, provided your party doesn't have more than 2...
