Does STS allow user to separate character from one account?

Low level players can not go to STS-25 to meet with Dr. Chaplin, therefore they can not finished the quest "The Shadow Shroud".
Will STS create another NPC for them to get it?

It is extremely difficult for any low level player (lvl<40) to finish "The Shadow Shroud" quest.

how about "temporarily borrow?" If you take anything from the guild bank, you can only have it for 24hrs, you can not trade, stash or sell it. After 24hrs, the item on character will automatically go...
