i would say it is, amazing crit + ring would be a amazing pve birdie and a good pvp depending on your combo...
Also you look sick as with good armour for survivability

I would make someone wear it then shoot a bullet at them, just to see if it hurt them or not

i disagree 110% bears pulling agro..... i died possible 70-80 times in shadow caves yesterday..
50-60 times could have been possibly if the bear had done his job properly
otherwise a complex and...

For example i use shattering scream, wait for GCD and then use...
