From the perspective of a player that is planning to level-up, it's a good thing that you can collect gems along the way. It's not necessary to restrict collection of the resources to Level 46+

Yup. You're stuck using the Stash system to move items between characters that can Awaken and those that cannot. Totally valid gameplay ;-)

This is intentional. When an Arcane Legend reaches Level 46 s/he gains the power to awaken items. Those items can be traded to lower-level players.
