Cant Find Sergeant Schultz

Killed the required 45 pirates in the marina area for the En Garde quest, at which point it says turn into Sergeant Schultz on the beach. However I cant seem to find him anywhere in zone. Is he beyond the boss Captain Blue?
No one else in game over the past day seemed to know where he was either which is why Im posting here.

Any help is appreciated. Thanks!

windmoore harbor. kill the boss. walk across till u reach the ship. you can see him before entering the ship. He's wearing heroic violet suit warrior.

So you have to kill the Captain Blue pirate boss before the ship in order for him to spawn? That might be the problem. I havent been in a group that has managed to down that boss yet.
