actually, there is no perfect build that can do both PvE and PVP but there are hybrids.
For example, by saying PvE do you mean as an elite tank or as a warrior who can do it solo?
If you want to be a team player, then go full tank. Invest in HP and defensive items and skills. Don't mind your damage for your party would take care of that.
If you want to be a solo killing machine then go DPS. You'll just die more often than other warriors. Ü

Like Alfred said, comes down to if you would like to live longer, and take longer or live less and kill more. a PvE build can be split into multiple categories. DPS might be a better way to go if you're looking to be reasonably balanced between PvP and PvE, as a full tank PvE'r is going to have low DMG and most likely not exceed in PvP (Like myself). But in PvE you're going to die more often, and/or use more pots. Myself, I am a pure PvE'r and may change later on but I love farming and grinding, in a party and by myself, and I exceed in both because of my hybrid-PvE build.

Im using a hybrid build and its usefull:
    All str
Use ss 4/5 leave the mana gain
Use cs 2/5 choose staggering blow
Use horn of renew 3/5 increased duration and protective shield
    Use vb full
    Passives full might /full dmg/full agility/3 knowledge/3 armor or 3 crit
    And summon valkin.

U need a special tactic for this build ..which is :
Hit ur target with ss(charged) - normal hit (charged)-sp hit (charged) - normal hit(charged)-ss hit (charged)-normal hit (charged) etc...
In this way u will save mana and u dont need to wait other skills to regain ,no wasting time!.
    Have fun!
