I'm not entirely sure if most people actually read the dialog that goes along with the quest, but maybe have the blacksmith say "Please equip your armor/helm so that you can be sized up for a good fit" or write it in the quest journal. Can you add code to where the quest isn't able to be updated to "ready to be turned in" status unless the armor/helm is equipped? Again, there'd have to be some dialog of instruction from either the NPC or in the quest journal.
