Does the stun on lightening work on bosses too?

It works on some bosses yes. I can't specifically lost each and every boss that it does(n't) effect but I can at least tell you that much.

Personally I find that light last upgrade is only like 25% chance should be 100% as a charge skill else it is not worth the extra point for PVE or PVP.

This, maybe not 100% on charged but i agree with the concept, or if its 100% on a full charge make the stun last for a very short period of time.
