I can confirm the best time to open it is at midnight, but you must be on top of your roof totally naked and when it strikes midnight you scream "I AM KING OF THE WORLD" and then open.

Guaranteed mythics and arcane items.

Oh open it when he's just about to hit you with shellshocker. He'll surely feel bad so you're gonna get either an arcane or a mythic in return for your sacrifice.

Strip down naked (no gear) and run into the mobs in watchers tombs 4. Repeat 25 times, and then open a crate. Then repeat process for any other crates. This will increase your odds of getting mythic items.

Well...
Run Elite Ashral Tower solo, get to the boss, and run around him waiting for him to enrage. Then, when he does, wait for him to axe you and quickly open the crates. When you die, your chance of getting a mythic/arcane should increase hundredfold.

You can open 1 billion locked crates today and you will not receive any mythic blades... They only drop in locked crates when the weapon event is on.

There was an event where mythic blades would drop a couple of weekends ago but it is gone now, but I would expect it to come back in the near future. If it is the mythic blades you are after I would save my plat until then.

If you are trying to loot the L26 Arcane Hooks I believe that they do drop in locked crates. It does not make a difference where, or how you open the locked crates. They will always cost 15 plat and you will always have the same chance to loot any of the items that are available in these magical boxes.
