You have to take in the factor of armor etc. and how its calculated. I doubt its calculated the same in PvP and PvE.
Now I know that the people who complain about rogues being OP have: A. never stepped a foot in PvP, B. Understand game mechanics. or C. Just like to complain.

the crit against mobs is different from the crit against other heroes or bosses.
mobs have very low armor, hence allowing the dmg to be almost at its full, which will lead to a very high crit like that.
In the middle of difficulty lies opportunity.
