buff up arcane hooks

Right now the arcane hooks' stat looked terrible compared to the rest topped pinks. Consider these:

1. This is the only arcane weapon of rogue at the lowest level compared to the arcane weapon of the other two rank.

2. As a level 26 arcane its stat is not even comparable to the lv 36 legendary architect blades (brutality).

3. Next expansion about upgrading is comparing, abilities of weapons will even be torn apart.

So while still possible, buff up the hooks again, maybe weaker than the two versions of mythic daggers, but not like THAT weak. Thanks
