Need help for Lvl 12-13 rouge twink build

Can anybody voice out your thoughts for a lvl 12-13 rouge's attributes , equipments and skills?

5/5 AS
3/5 Packs (Extra pack + 30% Heal) (2/5 if L12)

I'm guessing Devourer bow would be the better choice but I like Depraved Blades of Potency

Highest L12/13 Dex/Str gear you can get, not sure if the Tarlok L10 gear is better than the L12/L13 stuff or not.

Get Talon or Haze for pet, you'll want the Mana Regen

dex/str/int passive theyre usefull, dont waste all ur skill points on it though.

At 12/13 you don't really wanna waste points on passives.
