213 is total quests and 14 is total forest haven quests normally.

Quest counter always go squirrelly for events and after event go back to normal.

Those of you that think it was 214/214, well, you're wrong. It was 213/213, after winter fest was added, forest haven gained another quest, where you must talk to bayer. Unfortunately, it's some sort of a glitch.

This does not solve the issue. I have the bug too. It says talk to bayer but he has no quests for me and forest haven says 14/15 quests done. And this is after winter festival has closed.
