If you have money to buy the best gear (arcane dagger) then it will be better to make lv 26 twink.
I try to join couple guild in lv 21, but they all have few activity (hardly to have 10++ online member)
21 is better imo because there's less arcanes n mythics, it's all legendary minus the pet. I've done L21 all three classes so I sorta know what's up at that level, and I'm doing 26 right now, imo its all trash talking and Arcane rogues at 26.

Talking trash is everywhere in any pvp brackets.
If youre planning to do twinks you must consider the gear first. Any lvl bracket can be enjoyed by having the top gear.
At lvl21-23 most and highly suggested gear are the tarlok set(helm,armor and pendant). At current, there arent much rogue armors for sale because most are being used which also means that the prices can go up to a million per piece.
If you got the gears already i suggest to do lvl22 for most cases you can have a wider pvp bracket. At lvl22 you can kill lvl21-23 which is fun and got tons of players to kill.
For lvl26, im not sure since i dont pvp there but most i heard are arcane hooks and pets. And probably have more players than lvl21-23 combined. Ofc spotblocking and trashtalks are all present. You also must consider that you cant do anything vs a hooker(i mean rogues with hooks)
I play lvl21-23 with my warrior. At the moment Our guild has no allies in particular which gives us more players to kill. If you want to play lvl21-23 hit me up in game.
Also, lvl23 mages are tough and probably the most decent level to play sorc class and have fun on it. Lvl23 mages are tough to kill and Not only they have cheap tarlok set on the market but also they have good supply compare to rogue or warrior.

I'm a full legendary at 26, and I can say that I can certainly hold my own against hook rogues. The number of them increased a lot recently, but there's really not too many. Here at 26, there's very few random noob players. Most of your matches will be against skilled twinks.
Something I will guarantee though is that at lvl 23 zones, you will get completely obliterated by sorcs. For some reason, they're extremely good until 26, where most sorcs go 27 just because of how underpowered they are.
